Article 9 states:
Major matters of public and state life shall be submitted for a nation-wide discussion and put to universal vote of the people (referendum). The procedure for holding a referendum shall be specified by law.
Article 32 states:
Citizens of the Republic of Uzbekistan shall have the right to participate in the management of public and state affairs, both directly and through representatives. Such participation shall be exercised by way of self-administration, holding referendums and democratic formation of state bodies.
Article 117 states:
Citizens of the Republic of Uzbekistan shall have the right to elect and be elected to the representative bodies of state authority. Every elector shall have one vote. The right to vote, equality and freedom of expression of will shall be guaranteed by law...Citizens, who have been legally certified as insane, as well as persons in prisons, may neither elect nor be elected. Any other direct or indirect infringement on citizens’ voting rights shall be inadmissible.
Article 2 states:
Election of deputies of the Legislative Chamber shall be universal. Citizens of the Republic of Uzbekistan (hereinafter - citizens) who have reached the age of eighteen by Election Day shall have the right to elect. Citizens who have reached the age of twenty five by Election Day and have permanently resided in the territory of the Republic of Uzbekistan for not less than five years shall have the right to be elected to the Legislative Chamber. Citizens ruled incapable by court or held in penitentiary facilities serving court sentences shall not be elected and shall not participate in elections.
