Article 1 states:

Citizens of Latvia who have reached the age of 18 by Election Day have the right to vote.

Article 5, paragraph 1 states:

In the Republic of Latvia the following shall have the right to elect the council:

(1) citizens of Latvia;

(2) citizens of the European Union who are not citizens of Latvia but are registered on the Population Register;

(3) persons who have reached the age of 18 on the day of the election, have been registered on the Voters' Register …

Article 8 states:

All citizens of Latvia who enjoy full rights of citizenship and, who on Election Day have attained eighteen years of age shall be entitled to vote.
