Article 29, paragraph 2 states:
All citizens who have completed their 18th year, have their normal residence in the Principality and whose right to vote has not been lost may exercise all political rights in matters of State.
Article 1, section 1 states:
In the affairs of state, those entitled to vote are all citizens who have reached their 18th year, and have lived for at least one month before the election in the place they normally reside.
Article 3 states:
Participation in elections is a citizen's obligation.
