Article 118 states:
Suffrage is a right, duty and public function of the electorate. It constitutes the base of the democratic and representative system. It is founded in the universal, free, direct, equal, and secret vote; in the revote public, and in the system of proportional representation.
Article 120 states:
Every Paraguayan citizen, 18 years old and residing in the national territory is eligible to vote. Citizens can not only elect, but can also be elected without restrictions, other than those established in this Constitution and the law.
