In advance of Cameroon's presidential elections in October 2011, this video was produced by the Election Commission of Cameroon (ELECAM) to provide citizens with disabilities with additional information on their right to political participation as protected by the UN Convention on the Rights of Persons with Disabilities (CRPD) and to encourage them to vote in the elections.

Woman: Hello, viewers and listeners. Welcome to Elecam Handi, a program that informs and educates persons with disabilities on the electoral process in Cameroon.

Woman: Persons with disabilities are, first of all, human beings like you and I with fundamental human rights. Article 1 of the United Nations Convention on the Rights of Persons with Disabilities states that these are people who have a long term physical, mental, intellectual, or sensory impairment, which, in interaction with various barriers, may hinder their full and effective participation in society on an equal basis with others. That said, results of the third general population and household census show there are some 877,156 potential voters with disabilities in Cameroon, distributed under the following categories: mobility disability, blindness, low vision, deafness, dumbness, and psychosocial disability, which can include autism and mental disabilities.
