In "Mall Voting for Persons with Disabilities: Legal & Constitutional, Rights-Based and Inclusive-Friendly", Commissioner Rene V. Sarmiento (ret.) describes successes of the Philippines Commission on Elections (COMELEC) in utilizing shopping malls as sites for voter registration during the 2010 and 2013 elections. COMELEC selected shopping malls as locations accessible to persons with disabilities.
