Article 4, Active Electoral Capacity states:
(1) Active electoral capacity shall be granted to all Timorese citizens over 17 years of age...
(3) Voters in hospitals and prison facilities and with an up-to-date voter's card have the right to vote in the election of Members of the National Parliament.
(4) Voting in hospital and prison establishments shall take place at a time fixed by the Technical Secretariat of the Electoral Administration, after consulting the head of those establishments.
(5) Voting procedures in hospitals and prisons are subject to regulation approved by Government Decree.
Article 37, Right to Vote, section 1 states:
The act of voting is a right and a civic duty.
Article 40 states, Identification of the Voter, section 3 states:
If a voter does not have his/her voter’s card on election day, he or she may exercise his/her right to vote by presenting his/her Timorese ID card or passport, as long as his/her data appear on the voters list for that geographic unit.
Section 7, subsection 1 states:
The people shall exercise the political power through universal, free, equal, direct, secret and periodic suffrage and through other forms laid down in the Constitution.
Section 46, subsection 1 states:
Every citizen has the right to participate in the political life and in the public affairs of the country, either directly or through democratically elected representatives.
Section 47 states:
(1) Every citizen over the age of seventeen has the right to vote and to be elected.
(2) The exercise of the right to vote is personal and constitutes a civic duty.
Article 4 states:
(1) Active electoral capacity is granted to all Timorese citizens over 17 years of age residing in the national territory.
(2) In order to be able to exercise the right of vote it shall be a mandatory condition to be registered in the voter registration.
Article 5 states:
The following are not granted active electoral capacity:
(a) Individuals judicially disabled due to a sentence imposed by a court of law;
(b) Individuals clearly and publicly known as mentally ill even where they are not judicially disabled.
