Article 7, section (b) states:

Those notoriously recognized as being mentally ill- whether interned by a psychiatric service or establishment or declared by a doctor - are not eligible to vote.

Article 139, section 1 states:

Polling stations meet in public buildings, preferably schools, or seats of municipalities that offer the necessary conditions of space, security, and access.

 

Article 213, section 2 states:

They can also vote in advance...

  • (a) Any voter who because of illness are committed in a hospital.

 

Article 215, section 1 states:

Until the 20th day before the election, a voter may send to the mayor’s office proof of eligibility to vote, photocopies of identification, voter card, proof of impairment (confirmed by the hospital), and location of the hospital. If found eligible, the mayor of the district then sends the voter the proper documentation to vote.
