In 2018, the Association of Southeast Asian Nations (ASEAN) released the ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities, a regional policy document that calls on all ASEAN bodies and member states to integrate disability rights.

The COVID-19 and the Enabling Masterplan's easy-to-read factsheet includes descriptions of Enabling Masterplan action points related to COVID-19 response and recovery. The factsheet uses simple language and includes images, following an easy-to-read format. Because the audience for the factsheet includes persons with disabilities and their organizations, easy-to-read format was selected to enable people with all types of disabilities to learn about how the Enabling Masterplan can be used for COVID-19-related advocacy. The factsheet, a companion resource to a policy brief that is in development, is intended to be translated into local languages to maximize outreach.
