Section 14 states:

Subject to section 15; every person who —

  • (a) has attained the age of 18;
  • (b) is a resident in the Falekaupule area…is entitled to be registered as a voter…

Section 15, subsection (1) states:

No person who …

  • (b) is certified to be insane or otherwise adjudged to be of unsound mind … shall be registered as a voter or, being registered, shall be entitled to vote in an election…

 

Section 18, subsection (4) states:

For any period during which the Pule o Kaupule from any cause is unable to exercise any of his powers or perform any of his duties, the Tokolua Pule o Kaupule shall exercise such powers and perform such duties.

 

Section 107, subsection (1) states:

In  accordance  with  any  relevant  Staff  Guidelines,  the  Pule  o  Kaupule  may interdict  any  officer  or  employee  of  the  Kaupule  from  the  duties  and emoluments of his office or employment on the grounds of incapacity, neglect of duty or misconduct, pending a decision of the Kaupule as to the removal of the officer or employee.
