Article 1 states:
This Act aims to ensure that all disabled people enjoy...rights to all citizens without distinction.
Article 24 states:
The State shall facilitate to the best of its ability disabled access to premises and public places, as well as transportation.
Article 25 states:
The State encourages and ensures the provision of appropriate assistance to disabled persons.
