Article 5 states:

(2) A person is not qualified to register as an elector if that person -

(d) is declared to be of unsound mind under the laws of Leotho.

 

Article 6 states:

(2) If an applicant is unable to complete and sign an application for registration as an elector because of physical incapacity, illness or illiteracy, an electoral officer shall, in the presence of the applicant and another elector, complete and sign the application on behalf of the applicant.

 

Article 7 states:

(5) If the Director is not satisfied that the application is properly made or that the applicant is qualified to be registered as an elector, the Director may - 

            (a) request clarification or further information from the applicant; or

            (b) refuse the application.

 

Article 18 states:

(1) ...the Director shall, if satisified as to the relevant facts, change the Register for the purpose of --

(e) cancelling the registration of a person who is no longer qualified to be, or is disqualified from being, registered as an            elector...

 

Article 20 states:

(1) The Registrar of the High Court or Clerk of Court in which a...declaration referred...has been handed down shall notify the Director of any person who --

(c) is declared to be of unsound mind.

Article 6 states:

Article 30 states:

(1) A political party registered with the Commission shall --

(a) facililate the full participation by...disabled persons in political activities on the basis of equality;

(b) ensure free access by...disabled persons to public political meetings, facilities, and venues;

(c) repsect the right of...disabled persons to communicate freely with political party;

(d) generally refrain from forcing...disabled persons to adopt a particular political position or to engage in, or refrain from engaging in, any political activity otherwise than in accordance with their free choice;

(2) Nothing in this section shall be construed as promoting discrimination on the grounds of...disability...
