Article 34 states:

Khmer citizens of either sex shall enjoy the right to vote and to stand as candidates for the election. Khmer citizens of either sex of at least eighteen years old, have the right to vote…Provisions restricting the right to vote and to stand for the election shall be defined in the Electoral Law.
